From March 1, 2026, every real-estate asset will be assigned a unique electronic identification number. So what do you need to know about the property-ID system taking effect on March 1?
On December 31, 2025, the Government of Vietnam issued Decree No. 357/2025/ND-CP on the development and management of the housing and real-estate market information system and database. The decree takes effect on March 1, 2026.
Under this decree, a real-estate electronic ID number (covering housing and the exclusive-use area inside a building) is a code of up to 40 alphanumeric characters, assigned individually to each home (apartment or detached house) or to a piece of real estate inside a building. The information is integrated and managed in the housing and real-estate information system and database.
Accordingly, from March 1, 2026, every property will be granted an individual electronic ID number and managed through the national real-estate data system.

Specific rules on the types of real-estate electronic ID numbers
Articles 8 and 9 of Decree No. 357/2025/ND-CP set out the following specifics on the types of real-estate electronic ID numbers.
Real-estate electronic ID number for housing
(1) The real-estate electronic ID number for housing is specified in Annex I of Decree No. 357/2025/ND-CP, and consists of the following information items.
Land-parcel ID number
Project and building information code
Position ID (where applicable)
Natural identifier character sequence
(2) The real-estate electronic ID number for housing is generated automatically by the housing and real-estate market information system and database.
In addition, the Ministry of Construction (or the relevant local Construction Department) will, at the time the official notice that housing is eligible for sale is issued, link and assign the housing real-estate electronic ID information to the residential development projects in that locality.
Real-estate electronic ID number for the exclusive-use area inside a building
(1) The real-estate electronic ID number for the exclusive-use area inside a building is regulated per Annex I of Decree No. 357/2025/ND-CP, and consists of the following information items.
Land-parcel ID number
Project and building information code
Position ID (where applicable)
Natural identifier character sequence
(2) The real-estate electronic ID number for the exclusive-use area inside a building is generated automatically by the housing and real-estate market information system and database.
Furthermore, the local Construction Department, when the appraisal results of the investment feasibility study report are issued, links and assigns electronic ID information to the exclusive-use areas of buildings in the locality.
The decree also provides for the following other electronic ID types:
Electronic ID for condominium management/operation entities
Electronic ID for real-estate brokerage licenses
Electronic ID for individuals receiving housing-support policies
Authorities, organizations and individuals participating in the development, management and use of the housing and real-estate market information system and database must hold an electronic identity in line with the relevant e-identity verification and electronic identification rules.
Principles for developing, managing and using the housing and real-estate market information system and database
Article 4 of Decree No. 357/2025/ND-CP sets out the principles for the development, management and use of the housing and real-estate market information system and database as follows:
The housing and real-estate market information system and database is built and managed in an integrated, unified manner from the central level down to local government.
The Ministry of Construction of Vietnam is the overall authority responsible for the development, management and operation of the information system and database nationwide.
Provincial and city People's Committees are responsible for collecting, updating, managing and utilizing housing and real-estate market data within their jurisdictions.
It must support state administrative management quickly, safeguard national defense and security, respond to socio-economic development needs and ensure openness and transparency of housing and real-estate market information.
Related authorities, organizations and individuals are granted authority — within the powers of state administrative bodies — to create, share, update, provide, query and manage information and data.
The housing and real-estate market information system and database is built on openness and standardization, complying with rules on data standards, APIs and permission-management models. It must meet the national data-architecture framework and information-security standards, and comply with the economic-technical criteria established by competent state authorities.
It must guarantee linkage and sharing with the national integrated database and related specialized databases, while avoiding duplicate collection of data already connected and shared.
Information and data collected and updated in the housing and real-estate market database must go through a cleansing process; must come from a lawfully verifiable source; and must accurately reflect their legal status. All information items must be complete, and updated periodically as required. Every data record must store an access/modification/update history so that changes can be traced.
Information and data formed in this database are regarded as state assets and are managed by the Ministry of Construction.
The housing and real-estate market database must be strictly managed, ensuring information security, protection of state secrets and protection of personal data. It must also ensure efficiency, simplicity and convenience in carrying out administrative procedures and delivering public services.
Information and statistical data published on the information-system portal constitute aggregated data.
The development, management and use of housing and real-estate market information and data must align with their purpose, and must comply with state-agency rules on digital data management/linkage/sharing, data-related legislation, the Law on Electronic Transactions and laws on access to information.
